Exceptional HoT Ticks

So I've noticed this a while now on my druid, but her exceptional HoT ticks are only increased by ~86% instead of doubled.

With no foci or +alt, her base heal tick with ancient was 807 and exceptional was 1500 (85.8%).

Relic came out at around the same 86%. I then tried it with my cleric and Elixir healed for 987 and exceptional for 1833 which was 85.7%.

With all the exceptional HoT tick percentages hovering right around 86%, I just wanted to be sure if either this is intended or possibly some bug carried over from someplace.
 
Are you sure they're not just overhealing? Heals only show the amount you actually healed them for, not the total possible amount of the heal or heal crit.

At this point, I went to turn in the weapons in Dreadlands, and decided to try seeing if it was possibly a focus/+alt issue, so I removed all my alteration and healing inc items and charm and did the following.

So 14% less?
Do you have Healing Inc. 5? I doubt it.
Alteration, wouldn't do that much of a diff, nor would Deity bonus.
Perhaps AA increase...

Just brainstorming what mod. might not be counted, if that is even the problem.
 
whoops, timed when I said I took off my items incorrectly, went to DL to check, did a few rounds normal, then took off items. Same results in that every exceptional tick healed for only 86% more. Also happy to hear that our guild pally tried it with one of his ghots and came up ~86% on exceptional.

So, just to recap,

Miria with Heal Inc 7 and +25 Alteration mod
A:Hot = 1013 reg > 1888 crit = 86.3% increase
R:Hot = 1784 reg > 3325 crit = 86.3% increase

Miria with no heal inc, charm, or Alteration mod
A:Hot = 807 reg > 1500 crit = 85.8% increase
 
Maybe the crit part isn't factoring in specialization? Maybe? If a dev wanted to post the heal amount code we could maybe help track the problem down.
 
This has been a thing since even before 2.5 came out. idk if that helps find the cause at all. At one point I had tried swapping focus effects and skill mods and stuff but I don't think I ever could narrow it down to anything other than it being 'bugged'
