if it was important and figured out where it was storing the blocked spells maybe it would be possible to write a program that would detect changes to that file and run a sort on it.(don't know if you would have to close the client or not for sorting to be applied depends on how it was implemented)

yeah. and SOD is dependent on EQEmu for the server side of things(though my understanding is they customize it quite a bit. I know the scripting API is different at least and I know the group/raid system was rewritten at one point because an expansion upgrade broke it.).
