This has been a thing since even before 2.5 came out. idk if that helps find the cause at all. At one point I had tried swapping focus effects and skill mods and stuff but I don't think I ever could narrow it down to anything other than it being 'bugged'

As a part-time EnchanterGuy I would definitely rather have the 100% worse proc than a 75% better proc but I still don't get what is wrong with a 100% final tash proc. It's a 1 second cast unresistable spell that costs 40 mana. How is having that as a proc overpowered in any way? Other than that...

I know some people have had this issue before and so they use two install folders and run one box off of each, which they say helps. I can't personally speak to it though.

Doesn't Bitter Cold operate through a recourse? If so a new spell could have a different nuke but throw out the same recourse which would prevent stacking issues and probably be simpler than sharing cooldowns and also make more sense. If I am dumb and forgot how beastlords work then please...
