Ancient Spear quest / undead hunter

I've been sitting here in everfrost all morning at the wiki's location for this mob. I have not seen him pop nor have I seen a place holder for him. Does the undead hunter roam or are the roaming spiders and orcs his PH to roam outside of the tower?
 
I was in Mistwoods yesterday in the effort to locate a quest turn-in mob for a new player, Archen. It ended up that the quest mob must have been under the world. This may be the issue in these uncertain, new clienty times.
 
Undead hunter is in a building North of the Ice Giant camp in the east part of the zone. The building is not hard to miss, but if he really is under the world that is a problem
