Council of Innovation quest megathread

This one is old, but I came on it again today when searching out the new quests... In Heartland Plateau after completing all tasks there if you ask researcher Delig about advancement he mentions outposts in Storm Sea, Shadowdale, and West Badlands, but when you ask him about tasks to do, he mentions Storm Sea, Shadowdale, and City of Thurgadin. I believe the mention of West Badlands is incorrect.

Oceanwalker Gargan has a text bug when you have the first quest that allows you to also get the second one without completing the first. After getting the first and typing /cm D1 again it pops up before the quest text.

You don't need to have the first quest finished to do the second one.
 
Cool, but there is still a glitch in his text, something about error and missing before he says the actual text when asking about the second quest.
 
Study the Zaranth? Is that a new quest? I already had information for Councillor Evinthar even though I never spoke with him previously. I don't even know where to look, as it says there are other places that I have yet to check.

Oceanwalker gave an option to say I had found information about the statues underwater before I had even received that quest; it apparently let me receive faction from it. After the first time, though, the option disappeared.

Councillor Evinthas in Thurgadin says to try Shadowdale or the Sea of Storms for quests. This should be changed to the Storm Sea to avoid confusion with Sea of Swords.
 
I am unsure if this is a bug, but some people are skipping content in Shadowdale in the monster feedback quest:
- Each mob can be "feedbacked" once and then needs to be killed.
- Some people either feign after casting, either mez then feign, either just zone after that.
The result is that some mobs (mostly the treants, cause they are a pain) are unkilled after being feedbacked.
It's pretty annoying to clear through the 3 treants (way enough to kill me if I am not on my toes) to find out that none of them can help for the quest...

I have no easy way to resolve this, but I thought it might be reported, maybe you'll know more than I do.

It was sort-of intended. Since you need to feedback a very large number of mobs in order to satisfy the quest, and mobs cannot be feedbacked more than once, being selfish would theoretically result in you yourself being frustrated since you'd doubtless have no idea what you feedbacked and what you didn't. However, if people are still doing it frequently despite this, I'll probably just change it to where the mob can't be feedback'd until it's at less than 50% hp or somesuch.

Edit: On second thought, I'm not sure it's a good plan for me to be fixing social problems in a social game. If CoI people are greedy, CoI people should have to deal with the inconvinience. I will, however, make mobs record the name of the person who feedback'd them and display it when others try to, to remove the anonymous aspect of it.
 
i just want to know that after failing the robot escort or the prodding the halfling part, can you do them again? i lost my flags for the option to ask about the prodding halfling's attitude and he wont run off, and the scout in whisperling wont say anything.
in terms of the robot it keeps saying that whatever sprocket guy is still observing the robots progress.

also was it intended for the groundspawns in WPL to dissappear at night or do they jus move to new locations?
 
The answers lie in the text the quest gave you, and the npcs' dialogue. Failing the robot escort quest leaves the damaged robot out in the field. Like the quest said: failure means it will be 'some time' before Giimble can field it again. IE: if *anyone* fails robot escort quest, there's a time delay before the quest can be attempted again.

Failing Rinbo's event means Rinbo is gone permanently for you. You can never again speak to or interact with him in any way. If you hail him, the game will give you the "You thought you saw Rinbo. You were mistaken" message.

edit: Found a bug where if you failed the Rinbo quest, you could still talk to him. Fixed the bug.

The groundspawns in WPL don't "disappear at night", they just have a long respawn so you can't keep getting the items from the same spot. There are several spots for each item type. It's essentially a scavenger hunt.

If your the one responsable for those item placment.. you are a mean tricky man :) I Salute you (talking about one spot in particular)

The only question I have is about those items and the gems...
I turned in 3 sets of the items and he finaly said he had enough but could always use more...
No Factions.. nothing else. Just seems rather abrupt, is this part suppose to give faction?

As to the stones.. I have handed in 40+ and still get the same message.... is there no end to the stone turn in?
Again no faction hits or anything for all tof them.

ack! I tried it again today and I could have sworn it didn't work =( I didn't know I wouldn't be able to do it again or I'd have asked Sef first :/

You were getting faction xp, right?

They would take the items, and says there line, but no faction or xp rewards.

"No faction or xp" does not mean "No faction xp", as faction xp is a wholly seperate thing from faction or xp.
