Couple questions regarding starting stats

No clue what penalty you're referring to.
I put all my points into STR on my Ranger and still don't regret it. I'm guessing this will change as currently STR is fairly low on end game ranger items.
It's a pretty safe bet that most of the time these stat points will not make or break a character. Other than a few characters dumping them all into INT for crit via Tome of the Mind. Again, this is pretty end game, so if you're just looking to have fun don't worry about it.
I would say race choice is most likely more important.

On EQLive there was (untill 2006 at least) a huge difference between having 75 and up, or not.
I havent noticed it here, sorry.
But you could easy test it, just make the same char twice, once with 75 agil, and once with 74.
IMO look at the top 5 list (why not be ambitious), and look for what stat they are in general struggling with.
A personal preference is stun resist. So kill giants for the +5 aug, and do Silver Crown for an other +5 stun resist.
