One off worn effects

Have always been curious if some of the one off worn effects actually do anything half the time.

Examples:

These are just some that come to mind right away.

Does the STR and DEX on fleeting fury apply to overcap like any str buff? Does it apply at all?
What about mana regen from these one off effects? Does it count toward worn FT, your spell FT limit, or are they overcap?
What about the haste on the shackles?

Side note a /cm stats that spits out all the viewable stats from the servers point of view would let players test alot of things on there own with proof in hand to bring dev's.

well seeing as the 4.3 robe has been in a bugged state since it was put in the game where it provides double the intended already ridiculous amount of spell AC making tanks effectively stop taking damage I would say that at least that item it "actually does something half the time"
