Restoring a deleted character

HI ,

I'm trying to restore a character that I deleted 4 or 5 years ago . I fill the application in character restore request but every time I click I agree I got this message .

Error: Access denied for user 'acctreg25'@'192.168.32.3' to database 'login'

Can anyone help me with this plz .
