This NPC should direct you to Gurdsh the Crucible in the plane of entropy rather than Decay Lord Grindrun in newport sewers. Gurdsh the Crucible will direct the player to Decay Lord Grindrun. If Gurdsh the Crucible is not visited first Decay Lord Grindrun won't respond to hails from classes that don't normally get their quest from him.

I do not know this quest (aside from fixing Grindrun) - where does the Voice reside?

The Island of Voices in Sea of Swords. It should be noted that talking to Gurdsh is optional, and is primarily to increase your faction with the Cult of Entropy if you start KoS to them so that you can make it to Decay Lord Grindrun to pursue the quests.
