Rune scorched axe has 15 ac and are a dime a dozen, pristine it has better stats and about the same ratio as ytraz without the proc.

Some items have been changed multiple times since this thread was posted. It must be more difficult to add a slot than to change stats?

You can go to heartlands and start the blackscale quest at any level I believe. You would need a higher level character to help if you have one but you'd improve your faction with them.

Some people are selling those foul greaves for 6-8k on listsold if you search. I haven't seen the other stuff in a little while.
