I have completed the Dealing with the Snobolds Quest ...I turned in all 60 ears. My journal says it is still active tho. It says " I retrieved some ears for Granral but he could still use more. The quest giver NPC's name in Thurgadin is actually Branral. Maybe this is causing all the confusion...
