Nature Bane

The following five items provide the same amount of worn nature bane (+6) and also represent the highest worn bane that monks and rogues can wear:

Ink Stained Chainmail - from Plane of Water
Master of the Pack (Item) - from Plane of Nightmare
Hellhound Ring - from Abyss
Shoulderpads of Decaying Matter - from Spires
Bounty Hunting Belt (costs 5 rank 3 and 4 rank 2 tokens)

Is there some non-obvious reason that nature bane doesn't scale up for either class at later tiers? It seems like the Spires/Abyss items should be around +8 or +9.

Warriors are almost in the same boat, with Torque of Demonic Fury (+7) from Caverns of Darkness, being their best nature bane item.

Whereas beastlords, paladins, and shadowknights scale all the way up to +11 with Bracer of Animism (from Tur'ruj) and Kilt of Woven Vines (from Thaz).

IMO Hellhound Ring should be +8 and Shoulderpads of Decaying Matter should be +10.

Is there some strategic or lore reason monk/rogue should be weak against Nature at this tier range? Both of those items are a much lower Bane # than other bane loot in the tier range.
